National Performance Management Measures; Assessing Pavement Condition for the National Highway Performance Program and Bridge Condition for the National Highway Performance Program
Section 1203 of MAP-21 identifies national transportation goals and requires the Secretary to promulgate a rulemaking to establish performance measures and standards in specified Federal-aid highway program areas. This NPRM proposes to establish measures for State Departments of Transportation (State DOTs) to use to carry out the National Highway Performance Program (NHPP) and to assess the condition of the following: pavements on the National Highway System (NHS) (excluding the Interstate System), bridges on the NHS, and pavements on the Interstate System.

This NPRM proposes to establish measures for State Departments of Transportation (State DOTs) to use to carry out the Highway Safety Improvement Program (HSIP) and to assess serious injuries and fatalities per vehicle mile traveled, and the number of serious injuries and fatalities.

Advancing Metropolitan Planning for Operations: The Building Blocks of a Model Transportation Plan Incorporating Operations - A Desk Reference
The US DOT Planning for Operations program seeks to link 21st Century operational services into the transportation planning and programming process. The program has developed a wealth of resources including publications such as the Desk Reference. This Desk Reference was the source for the efficiency and mobility objectives and performance measures used in the National ITS Architecture View for planners.

  Minnesota Department of Transportation

Minnesota Statewide ITS Architecture Vol 1
The Minnesota Department of Transportation published an updated Statewide Architecture in 2010 that includes a broad set of objectives and performance measures that are used to ground the architecture in a performance management framework and improve the linkage between the planning process and the architecture. Volume 1 of the Statewide Architecture provided a number of the objectives and performance measures that are included in the Planning View of the National ITS Architecture.

CUUATS 2035 Choices LRTP
The Champaign Urbana Urbanized Area Transportation Study (CUUATS) serves as the transportation-focused arm of region's metropolitan planning organization (MPO), the Champaign County Regional Planning Commission (CCRPC), for the Champaign-Urbana Urbanized Area. CUUATS has adopted an objectives-driven, performance-based approach to metropolitan transportation planning that is evident throughout its recent plan, Choices 2035. The LRTP provided a number of the objectives and performance measures that are included in the Planning View of the National ITS Architecture.

2035 Plan for the San Francisco Bay Area
The Metropolitan Transportation Commission (MTC) uses an objectives-driven, performance-based approach in its transportation planning for the San Francisco Bay Area. The agency assesses not only project-level performance, but also wide-ranging regional performance in relation to ambitious targets set by the agency. Project-level analysis using metrics defined for regional objectives results in a quantitative assessment of a project's costs and benefits. The 2035 Plan provided a number of the objectives and performance measures that are included in the Planning View of the National ITS Architecture.

Metro Portland 2035 Regional Transportation Plan
The Portland, Oregon region completed its metropolitan transportation plan, 2035 Regional Transportation Plan, in June of 2010 under the direction of Metro, the metropolitan planning organization for the region. With this plan comes a new approach for metropolitan planning in this region that is focused on desired outcomes and measurable performance. The 2035 RTP provided a number of the objectives and performance measures that are included in the Planning View of the National ITS Architecture.
